Create a logo for an urban transit ballot measure

The goal here is to design a logo for a county-level ballot measure campaign regarding approving a half-cent sales tax increase to fund a rapid transit initiative, which would include rail and an increase in regional/local bus transit. The ballot measure will be voted on in the November 2016 general election, so the target audience is basically everybody in Wake County. That being said, like most urban cores, something with great aesthetics and creative-looking, while maintaining cross-population appeal, will do the trick. Obviously, I would steer clear of anything related to money or that could induce anything about a ‘tax’. From a design angle, think text and design with negative space. Some political examples are attached below. Would like be ideal to include a graphic of a train, bus, or combination. Also, as the rail would be connecting the “Research Triangle” area, some angular design work could suit too. Ideally, I would like "Yes for Wake Transit" to be included in the logo, but from a design angle, if you think that's not possible, go for all visual. Just looking for the best representation of this message.
In addition to the potentially-selected colors, feel free include range of “blues” - by no means am I suggesting incorporating all of them - you’re the designer, I’m not.
